[Wherever you happen to be (probably though not necessarily in a public space), you may see a new arrival wandering around wearing only a borrowed jacket, buttoned. He seems to be taking things in, turning circles to look at things on the ball or heel of his foot.
If you stay still long enough, he will probably approach you to ask questions.]
